Ombudsman of Ukraine

In response to the challenges faced by Ukrainians abroad and to support Ukraine’s integration into the EU, the Ukrainian Parliament Commissioner for Dmytro Lubinets has launched an initiative to appoint his Representatives in different countries of the world.

The Representatives carry out their work on a voluntary basis. Their powers are valid until the end of military operations on the territory of Ukraine.

The work of the representatives of the Ukrainian Parliament Commissioner for Human Rights abroad is carried out in accordance with the Constitution of Ukraine; the Law of Ukraine “On the Ukrainian Parliament Commissioner for Human Rights”, other laws of of Ukraine, by-laws and regulations; as well as in accordance with the Regulations on Temporary Representation of the Ukrainian Parliament Commissioner for Human Rights for the period of martial law in Ukraine, approved by the Order of the Commissioner dated October 20, 2022 No. 85.15/22. 

General purpose: to exercise parliamentary control over the observance of the rights and freedoms of Ukrainian citizens within the jurisdiction of Ukraine on the territory of the host country.

The functions of the representative of the Ukrainian Parliament Commissioner in the European Union include collecting and analyzing information on compliance with the requirements of the Temporary Protection Directive (2001/55 EC), activated by
Council Decision 2022/382 of March 4, 2022.

The representative of the Ukrainian Parliament Commissioner for Human Rights in the Grand Duchy of Luxembourg is Inna Yaremenko.

Inna Yaremenko is the vice president of LUkraine, one of the most active Ukrainian organisations in Europe. The non-profit organization has extensive experience in human rights projects, advocacy, and establishing relations with diplomatic missions and EU institutions. Inna is a key intermediary between Ukrainian citizens and local institutions, representing Ukraine’s interests in the international arena.

Appeals are submitted to the Ombudsman’s Representative in writing within one year after the violation of human and civil rights and freedoms is detected. In exceptional circumstances, this period may be extended by the by the Ombudsman’s Representative, but not more than for two years.

The following appeals are not subject to consideration by the Ombudsman’s Representative Violation of rights and freedoms that are the subject of pre-trial and court proceedings, labor disputes or disputes under the legislation on protection of economic
competition. An appeal without indication of the place of residence, not signed by the author(s) (authors), as well as those from which it is impossible to establish authorship (anonymous) are not are not considered.

Important!
The appeal must contain the surname, name, patronymic, place of place of residence of the citizen, the essence of the issue raised, comments, suggestions, statements or complaints, requests or demands. A written appeal must be signed by the applicant (applicants) and dated. An electronic application must also contain an e-mail address to which the the applicant may be sent a response, or information about other means of communication with the applicant.

An application that does not comply with these requirements shall be returned to the applicant with appropriate explanations no later than ten days from the date of of its receipt, except as provided for in part one of Article 7 of the Law of Ukraine “On Citizens’ Appeals”;
