LUkraine asbl is an association reconnue d’utilité publique. Under the law of 07/08/23 it is a “grande association” and must have its annual accounts audited by a réviseur d’entreprises agréé. The General Assembly appoints the réviseur.
Who we are
We support Ukrainians in Luxembourg and in Ukraine: humanitarian aid and evacuation, education, youth and mental health, culture and advocacy. In 2026 we employ 24 people in Luxembourg and work with a budget of about EUR 1.9 million. Part of our programme is delivered in Ukraine, mainly through a related charitable foundation in Kyiv.

What we ask firms to price
- Lot A, required. Audit of the FY2026 annual accounts under Luxembourg GAAP and ISA as adopted for Luxembourg by the CSSF.
- Lot B, option. The same audit for FY2027 and FY2028, at fixed fees.
- Lot C, option. Unit price for grant expenditure verifications required by donors, in Luxembourg and in Ukraine.
How firms were invited
We invited a small number of firms directly, chosen on four public criteria: listed by the IRE as cabinet de révision agréé; verifiable experience with Luxembourg asbl, fondations or grant-funded entities; a member firm or office in Ukraine within their network; and a size proportionate to our audit. Any other cabinet de révision agréé may submit a proposal under the same rules. The names of the firms taking part are not disclosed.

- Prepare one PDF with the content listed in section 6 of the tender rules, and attach your draft engagement letter with its general terms.

- Use the subject line LUK-TND-2026-01: proposal from [name of your firm].
- Send it before 23/10/26, 17:00 (Luxembourg time). We confirm receipt by e-mail.
